California in process of developing Cap and Trade system

Good news for the Ninety-one percent of California businesses said to prefer a cap and trade program in order to meet the requirements of the Global Warming Solutions Act signed by Governor Schwarzenegger in September. Though no concrete details are yet available, it appears extremely likely that a cap and trade program will be put into effect to meet the emissions targets.
